(Concerning the WSCC planning meeting to decide on Cuadrilla’s planning application)

Despite a petition of nearly five and a half thousand signatures, despite over 850 objections – West Sussex County Council chose to ignore the material objection that Cuadrilla has no social licence to be in Balcombe. Well informed and well researched speeches were delivered by residents, which only served to highlight the obvious lack of reading and thought that the voting councillors (with the exception of one – thank you Sue Mullins) had put into this planning meeting. It is a sad day for democracy when the committee, like every other body involved in this process from the EA to the DECC, dismisses some of the most serious concerns as ‘not in their remit’. Then whose responsibility are these concerns? It shows a ridiculous lack of foresight, when an exploration company is allowed to have its process considered piecemeal in separate planning applications, without considering the end-game of oil production close to residents. Thus, each new application is in part validated by the fact that the previous one was approved. Very clever Lord Browne!

Back to our WSCC committee of elected representatives – evidence of health risks from flaring? Not their concern. Cuadrilla’s own researchers admit fluid can migrate up to 2000ft along fault plains and intend to put fluid down an uncased lateral borehole in a highly faulted area, within 1600ft of the aquifer- apparently nobody’s concern. Cuadrilla failed to include certain gases in their models of flaring emissions; have lost air samples and failed to consider the contour of the land so that the flare will actually pump chemicals out at more or less the level of our village (Lower Stumble is lower than Balcombe remember) -apparently nobody’s concern. Then of course there are the regulatory bodies that are supposed to protect us, but instead make assumptions that Cuadrilla has effectively self-regulated, which we know from past history that they have not. The HSE for example, have admitted they made no onsite checks of the well, yet this is part of their own best practice to ensure well failure does not occur. The WSCC and EA have then based their own permits on the idea that the well is, in fact, sound. This cannot be guaranteed, and as we have seen in Singleton, well failure does happen. Again – apparently nobody’s concern. Climate change? Clearly nobody’s concern, and certainly not the government’s, who admit climate change is occurring in one breath whilst redirecting subsidies away from renewables and into onshore oil and gas with the other. At what cost do we want our energy? We can only hope now, that an educated public will use their votes wisely.

As a result of the decision taken in this meeting Frack Free Balcombe Resident’s association has now written to WSCC to inform them that they are prepared to take the case to a Judicial Review on the basis that the decisions of the committee were unlawful. They were not made with due diligence and attention to a number of very important issues. Among these being the issue of flaring, lack of well checks and WSCC ignoring public opinion.

UK shale gas exploration company Cuadrilla has been given the green light to test oil extraction in Balcombe, the West Sussex village that sawmajor anti-fracking protests last summer.

At a planning committee meeting that had to be adjourned at one point due to people disrupting it, West Sussex county council approved the company’s application to undertake tests to see how fast oil would flow at a site on the outskirts of the village.

The committee’s decision at County Hall North in Horsham on Tuesday was announced to cries of “shame on you” by some residents. Over 100 people attended the meeting.

Heidi Brunsdon, chairman of the committee, said: “I thought the debate was robust. Members gave all the issues a good airing and the further conditions we agreed might not go as far as some would have wanted, but we feel they were proportionate and fair in addressing the issues that members of the committee had surrounding this application.” Monitoring of light and sound from the site were two of the conditions imposed on the approval.

Cuadrilla submitted a planning application in January for an oil flow test at the well it drilled last year.

Cuadrilla’s application for planning permission to flow-test their Balcombe well (acid wash and flare) will be decided on Tuesday 29th April by West Sussex County Council’s planning committee. 10.30 start, 12.30 end of the Cuadrilla case, in the Park Suite, County Hall North, Chart Way, Horsham, RH12 1XH. At this meeting we intend to present this petition (although it will continue to grow we hope, in case of further applications). The decision will be made at the end of this meeting, after which we will be able to give you more information on how we intend to proceed with our campaign.

The ‘Reclaim the Power’ camp are threatening “direct action” from 6th to 21st August against Cuadrilla, the company that is currently drilling for oil near Balcombe. Previous camps organised by the loose affiliation of environmentalists and ‘social justice’ activists have attracted thousands of people and ended in multiple arrests.

Already the local council has apologised to residents for the disturbance caused by activists and hundreds of police are preparing to be on site. Last year more than 20 people were arrested at the Reclaim the Power camp near West Burton power station in Nottinghamshire, after activists strapped themselves to a cooling tower for a week. Other ‘climate camps’ at Heathrow airport and Kingsnorth power station attracted thousands of protesters and lasted for weeks.

Two police officers were assaulted as a lorry was taken into the Cuadrilla drilling site at Balcombe on Friday afternoon (August 2). An officer was punched and kicked by a woman who announced she was 14. Officers at the scene quickly confirmed that the woman was in fact a 19-year-old from Portsmouth. She has been arrested for assault on police.

A 22-year-old man from Bexhill was also arrested for assault after a police officer was hit in the face with a placard. The two protesters are currently in custody. Superintendent Lawrence Hobbs said: “My officers are there to allow protesters to safely and peacefully protest. We also need to uphold the right of the company to operate and bring their vehicles on to the site.

“The vast majority of the protesters feel very passionately about this issue and are protesting peacefully. If protestors do become violent they should understand that this is not acceptable and they will be arrested.”
